Goal kick rules: when is the ball in play?

A goal kick need not leave the penalty area before another player can receive it.

A clear movement starts play

IFAB Law 16 says the ball is in play when it is kicked and clearly moves. It does not have to leave the penalty area first. The ball must be stationary and kicked from within the goal area by a defending player.

A defender receiving a short goal kick inside the penalty area is not automatically committing an offence. Do not apply an old area-exit requirement to the currently retrieved Law.

Opponent positioning still matters

Opponents must be outside the penalty area until the ball is in play. The Law separately handles opponents who did not have time to leave and those who touch or challenge before play starts. These cases should not be collapsed into one rule.

The kicker cannot play the ball again before another player has touched it. A second touch and a legal pass to a team-mate are different situations, even if both happen near the goal area.

A direct goal is possible at one end

A goal may be scored directly against the opponents from a goal kick. Directly into the kicker's own goal instead yields a corner for the opponents. A goal kick does not add a goal merely because of its name.

On ScoreZaap, use the reported restart and confirmed score. A hypothetical short pass at 0-0 is still 0-0. This explanation covers the basic procedure, not every delay sanction or a disputed pressing incident in a named match.
